OAU members were committed to respecting the territorial integrity and independence of all African countries. This has changed with the establishment of the AU, 20 AFRICAN SECURITY POLITICS REDEFINED the OAU’s legal successor. An increased focus on human security and individual welfare marks the AU. Based on the recognition that solutions to intrastate conflicts necessitate a new emphasis on human security, African leaders adopted a Solemn Declaration on a Common African Defense and Security Policy in 2004.
